The West Midlands Casualty Reduction Partnership felt you may wish to know how the safety speed camera sites have been selected and prioritised for enforcement. All these areas must meet criteria set by the Department for Transport scheme in terms of casualty reduction targets and visibility and they are only located at sites where people have been hurt in the past.

You may have noticed the law enforcement team have already started making the fixed speed cameras more obvious by putting bright yellow panels on the front and rear of the cabinets. They are also removing any leaves and tree branches or any other obstruction that makes the camera hard to see.

In order to identify and prioritise safety camera locations they have considered a number of main factors. These factors for these speed cameras include the number of people killed and seriously injured as well as additional weighting factors for collisions involving children and pedestrians. The calculations include all collisions involving personal injury - not only at a particular site but also nearby. We have also considered the average speed of traffic, the volume of traffic and the road classification.

All these factors identify potential sites, which are then scrutinised by the Local Authorities. When all parties agree then enforcement activity can start. Enforcement is the last option not the first as we would all prefer drivers to drive at an appropriate speed, rather than be prosecuted.

All routes where speed enforcement is undertaken are clearly signed with the speed limit and safety camera signs.

Some of the speed locations will be targeted using fixed camera cameras, but others will be dealt with using a more flexible mobile camera system. The mobile cameras, often using laser devices linked to cameras, allow detection of some of the more dangerous people on the road, such as those overtaking at high speed. They also allow enforcement at sites where it is not physically possible to install a fixed camera.
